FUTURE THINGS TO DO:
There have been some encouraging preliminary responses back from Scott Smith’s (July 2, 2001) letters. I will stay available to supply any requested follow-up data.

I will work on simplifying the calibration setup of the camcorder. Every time I run a test I find an easier and more accurate way of doing something.

July 27, 2001     SCOTT SMITH MEETING
I met with Scott Smith (Director of Ventura County Airports) to show him the certification package that I had prepared. A new feature is that the videotaped data has been digitized and the data was put onto a computer CD-ROM.

July 11-26, 2001      CERTIFICATION TEST DATA ONTO A CD-ROM
I made four more videotapes that document the accuracy of using the camcorder to measure angles. These videotapes are two and half-hours long and they recorded the angular position of the sun above the horizon. I digitized the videotapes, and I did a time lapse procedure on them. It now only takes two and a half-minutes to view the digitized videotapes. The digitized videotapes and other data were put onto a computer CD ROM data disk. This CD is now part of the certification package.

July 2, 2001   SCOTT SMITH SENDS OUT LETTERS
Scott Smith (Director of Ventura County Airports) prepared and sent out letters to organizations who could be a certification agent for the Lowflying Aircraft Monitoring System. The letters outlined the Lowflying Aircraft Monitoring System and requested their help in certifying the system.

June 21, 2001      FAA FSDO Meeting 
I attended the Van Nuys FAA's Flight Standards District Office’s (FSDO) presentation at the Camarillo Airport on Runway Incursions. These are the same people responsible for enforcement of the low flying regulations. I pressed the flesh and did some networking at that meeting.

June 16, 2001   Kathy Long Meeting
I met with Kathy Long (Ventura County Supervisor) to discuss the progress of certifying the Lowflying Aircraft Monitoring System. I talked with Kathy during her Camarillo Saturday card-table meeting where people can just walk up to discuss their concerns about county problems.

June 8, 2001  another  Scott Smith meeting
I met with Scott Smith (Director of Ventura County Airports) to discuss his progress on identifying who would be doing the certification of the Lowflying Aircraft Monitoring System. He didn’t find anyone from the FAA or the Aircraft Owners and Pilots Association (AOPA) who wanted to do this task. Scott Smith said he knows a person from NASA who would check around the NASA organization for a person to do the certification.

April 26, 2001   Scott Smith meeting
I met with Scott Smith (Director of Ventura County Airports) to check on the status/progress of finding who would be certifying the Lowflying Aircraft Monitoring System for the Department of Airports. I gave a Memorandum that outlined the required time to Scott Smith. This one page memo pointed out that the certification process would only require a couple of hours of time for the person whom they selected to do the certification. Scott Smith said he was thinking about checking with the FAA or the Aircraft Owners and Pilots Association (AOPA) to do this certification for the Ventura Department of Airports.

By combining the information from the Build-it-Yourself page with the extensive detail from  the Certification Plan page, all the practical and technical directions are available to build a lowflying aircraft monitoring system, right in your own garage.

April 16, 2001   Certification Plan
Preliminary Certification Plan showing in detail the procedure to be followed for certifying the Lowflying Aircraft Monitoring System, delivered to Scott Smith. Since  the Certification Plan page supplies in depth detail that would be invaluable  for a person wanting to build a monitoring system, a link between the Build-it-Yourself page and the Certification Plan page has been added.

March 29, 2001, Kickoff Meeting
Kickoff Verification & Validation Meeting with Scott Smith, Ventura County Director of Airports.  Scott and Al DeLorey discussed the memo written by Al.  Scott then tasked Al to write a verification procedure.  See item 3 of the memo detailing the proposal

March 2001, Ventura Airport Authorities Meeting:
Made presentation of Low Flying Aircraft Monitoring System. I gave a short introduction and then told them that the details about the project were on the web site lowflying.bizland.com.

March 2001, created web site:

December 2000, January 2001 and February 2001:
Low Flying Aircraft Monitoring presentation before the Airport Authorities was scheduled and then tabled for three consecutive months.

November-December 2000, validation tests:
Five weekends of Low Flying Aircraft Monitoring validation testing. The airport community knew about the upcoming validation tests, buy nobody was interested in observing them. However, there was an unsuccessful effort to stop the validation tests from being done.

November 2000, Airport Authorities MEETING & Airport Advisory meeting:
Handed out a one page summary during the "public comment" portion of the Airport Advisory meeting and the Airport Authorities meeting.

I announced that the validation test for Low Flying Aircraft Monitoring System's validation test would be done during the next five weeks. The acting Chairperson (Jerry Knotts) of the Airport Advisory meeting made the gratuitous statement that he saw no reason to monitor low flying airplanes.

Oct. 2000, Ventura Airport Authorities:
Second request to make a 10-minute presentation to Ventura Airport Authorities.

July 2000, Ventura Airport Authorities:
I requested to make a short presentation. Mr. Rod Murphy (Ventura County Director of Airports) sent me a letter confirming that I was on the agenda for August. Unfortunately Rod decided to leave and the agenda item was dropped

April 2000, Newspaper Article:

March 2000 until the present, Camarillo City Council:
During the "Public Comment" portion of the Camarillo City Council meeting I requested to come back in the future and make a presentation of the Low Flying Aircraft Monitoring System. Although all five city council members green voting lights came on, I was never put on the Camarillo City Council agenda.

March 2000, videotape:
I produced a 5-minute videotape showing 26 airplanes coming in for landings during a 1-hour period, 2 miles away from the airport. Six of the airplanes were less than 250 feet above the ground. That means they were closer to homes than they were to their required glide slope.

January-March 2000, system development:
Designed and developed an inexpensive, accurate, and easy to use to method to measure the altitude of low flying airplanes.

December 1999, Airport Information Meeting (AIM):
Mr. Rod Murphy (Director of Airports) stated they don't have a way of telling how low the airplanes are flying over the city and don't plan to have any way of telling.

May 1998, Ventura Department of Airports Noise Study:
I asked if I could go to the Noise Study workshops and was turned down. I did attend the Noise Study public meetings. I submitted in a couple of typewritten pages of suggestions for noise abatement. No acknowledgment was made that they read or received my inputs.

They didn't take a single noise measurement for the noise study, and they didn't take into account that airplanes do fly too low.
