Albert DeLorey, a retired engineer, has a video camera and tape recording device that catches pilots who fly too low, and on Thursday asked for the support of the Oxnard and Camarillo airport authorities, which meet jointly.
"Nothing's changed in 25 years," said the longtime resident. "... When they start going down to 200 feet ... it's not livable." Authority members said the system is a good idea, but they are leery of basing reprimands on it because the Federal Aviation Administration has its own guidelines.
Just last week, DeLorey set up a Web site that he calls "An Attitude About Altitude." He uses the site, www.lowflying.bizland.com ,to publicize his idea, collect complaints and compare notes.
He started in January to work on the monitoring system, which uses a basic triangle. Two cameras placed on opposite sides of the airplane's approach form the base of the triangle.
"We want to get these 5 percent of pilots that don't behave themselves," said Oxnard Authority member John Flynn. Flynn asked Director of Airports Scott Smith to assist DeLorey in finding resources to certify his project.
